广州6000亿建国际交通枢纽   近日,市府办公厅正式印发了《广州市综合交通发展第十三个五年规划》(以下简称《规划》),规划了188个交通项目(包含续建72个、新建116个),投资总额超过6000亿元,其中“十三五”期间完成项目180个,投资共计4007.5亿元,助力广州建设国际性综合交通枢纽。   文、图 广州日报记者杜娟   项目:“十三五”期间总投资4000亿元   国家“十三五”规划纲要提出,优化枢纽空间布局,建设北京、上海、广州等国际性综合交通枢纽。为此,本次交通《规划》中提出的总体目标是:到“十三五”期末,广州市基本形成“高效畅达、便捷优质、绿色安全”的现代化综合交通运输体系,实现对外高速通达、对内便捷互通,形成四面八方、四通八达的大交通网络体系。   根据《规划》项目库,广州市综合交通体系建设项目共计188个(包含续建72个、新建116个),“十三五”期间完成项目180个。同时,结合未来的交通发展需求以及项目的建设难度等统筹考虑,提出策划项目129个。根据《规划》,预计广州市综合交通体系建设项目投资总额为6058.5亿元(不含策划项目),“十三五”期间投资共计4007.5亿元。其中,大交通运输体系投资约2115亿元,占“十三五”总投资比例的52.78%;客运枢纽投资约134.6亿元,道路网络投资约764.9亿元,公共交通投资约910.6亿元,分别占总投资比例的3.36%、19.09%和22.73%。   其中投资额最多的是地铁,总投资金额达到了1955.8亿元,“十三五”期间将投入898.7亿元,“十三五”期间要完成地铁项目主要包括:广佛线(广州段)、八号线北延段、八号线延长线、十三号线首期、六号线二期、七号线一期、九号线一期、十四号线首期、十四号线支线(知识城线)、二十一号线以及四号线南延段。此外,城际轨道也将投资902.3亿元,“十三五”期间投资777亿元,“十三五”期间要完成的项目是:广清城际(广州北站至清远广州段)、广佛环线(佛山西站至广州南站广州段)、佛莞城际(广州南站至望洪站广州段)、穗莞深城际(新塘至洪梅广州段)、穗莞深城际(新塘经白云机场至广州北站段)、广佛环线(广州南至白云机场段)以及穗莞深城际琶洲支线。   此外,高速公路的投资也达到了795.3亿元,其中“十三五”期间投入621.7亿元,需要完成的项目主要是:虎门二桥、广清高速扩建工程、广中江高速、凤凰山隧道工程、北三环二期、佛清从高速北段、花莞高速、汕湛高速惠清段、广佛肇高速、白云机场第二高速、机场高速应急抢险综合整治工程。机场的投资金额也达到了676.2亿元,其中“十三五”期间需要完成白云机场扩建工程,机场东四、西四指廊及连接楼工程,以及机场商务航空服务基地一期工程,投资金额为247.5亿元。   政策:研究实施非本市籍中小客车错峰管理措施   在交通管理政策方面,《规划》中再次提出:研究实施非本市籍中小客车错峰管理措施,完善差别化停车收费、 中小客车总量调控等政策措施。   《规划》中透露,广州市已实施中小客车总量调控政策3年,从增速上控制了本市籍中小客车的迅猛发展,但由于对外地车未采取有效的管理措施,导致外地车比例大幅增加。据统计,2012年6月(调控前)中心城区15条主干道外地车的车流量占比是5.9%,2015年10月(调控后)则上升至 17.7%;同时,本地化使用的外地车(每月使用超过5次的外地车)从2013年6月的7.7万辆增加至2015年6月的30万辆,增幅290%。数据表明,广州“外地上牌、本地行驶”现象日趋严重。   票价:定期根据社会物价水平调整地铁公交票价   此外,《规划》同时指出,近年来广州公交出行比例呈略微下降趋势!据统计,“十二五”期间公共交通在机动化出行的比例由2010年的60%下降至2014年的58.6%。   为此,《规划》提出,要提升已建地铁设施的营运水平,并考虑利用票价杠杆分散地铁高峰时段客流压力的可行性,“削峰填谷”、引导错峰出行;同时建立轨道交通票价与成本联动调整机制,重点考虑居民消费价值指数、电价价格、社会工资价格水平等因素,定期根据社会物价水平合理调整城市轨道交通票价。   在公交票价方面,《规划》中也提出,要研究建立公交成本联动定价机制及多样化票价机制。与此同时,通过考虑“公交与地铁联乘优惠”可行性,实现公共交通的联运双赢。 责任编辑:GDN021相关的主题文章:
